Solvency II monitoring
in a single inbox.
Solvency II is mid-transition. The 2024 Review — adopted as Directive (EU) 2025/2 and published 8 January 2025 — must be transposed by 29 January 2027 and applies from 30 January 2027. The companion Insurance Recovery and Resolution Directive (IRRD, Directive (EU) 2025/1) lands on the same cycle. Between now and then the Commission's Delegated Regulation amending 2015/35 is in finalisation, EIOPA's Pillar-3 templates are being revised, and national supervisors are running pre-transposition consultations. Every Q&A answer changes how an actuary calibrates a model. Horizon Scanner picks each one up the day it lands.
Scope
What Solvency II covers — and what we crawl for it.
Directive 2009/138/EC and the 2024 Review
Directive (EU) 2025/2 amending 2009/138/EC: proportionality (small and non-complex undertakings notification regime), long-term equity / long-term guarantee, sustainability risk in ORSA, group supervision, new macroprudential tools (capital surcharge, liquidity plans, redemption-freeze for certain life products). Application 30 January 2027.
IRRD — Recovery and Resolution
Directive (EU) 2025/1 (IRRD): pre-emptive recovery plans, resolution planning, supervisory powers and resolution-tools for insurance and reinsurance undertakings. Same transposition cycle as the 2024 Review.
Delegated Regulation (EU) 2015/35
Quantitative and qualitative implementing measures — every amendment is tagged against the article it touches and the SCR module it affects.
EIOPA technical specifications
Annual technical specifications for the standard formula, the volatility adjustment, the matching adjustment, and the symmetric adjustment to equity capital.
EIOPA Q&A database
Every published answer is cross-referenced against the article or technical-standard recital it interprets. Diff-tracking on revised answers.
Internal-model approval guidance
EIOPA's internal-model approval-process opinions, supervisory convergence reports, and national supervisor expectations.
Pillar 3 reporting changes
Annual and quarterly reporting templates, taxonomy updates, public disclosure of SFCRs, supervisory feedback on submissions.
How Horizon Scanner helps
Specifically for Solvency II teams.
- 01
Lines-of-business scoped
Configure life, non-life, health, reinsurance scope per team subscription. A non-life-only team won't see Article 77b matching-adjustment updates by default.
- 02
Cross-referenced against your SCR modules
Findings are tagged to specific SCR modules (interest-rate, equity, property, longevity, lapse, expense, catastrophe). Your sub-team subscriptions can scope to the modules they own.
- 03
Routes to actuarial-function holder
Default routing sends EIOPA technical specifications to the actuarial function, Pillar-3 reporting updates to the data-and-reporting team, internal-model guidance to the model-validation function.
- 04
SFCR-cycle aware
Findings landing inside the SFCR drafting window are flagged for urgent review with a clear reason — your team isn't surprised by a Q&A change two weeks before public disclosure.

FAQ
What Solvency II buyers ask first.
Will the 2024 Review and IRRD changes be tagged separately?
Yes. Directive (EU) 2025/2 and Directive (EU) 2025/1 (IRRD) carry their own tags, and the transposition cycle is tracked per Member State — application is 30 January 2027 at EU level, but national supervisors publish pre-transposition consultations and circulars now. Filter the inbox to just the Review / IRRD backlog when your team is working through the transition.
Can a sub-team subscribe to specific SCR modules?
Yes — subscriptions can be scoped down to the SCR module level. A longevity-risk sub-team can subscribe to Articles 137–138 and the corresponding Q&A entries and receive nothing else.
How are Q&A revisions handled? They quietly overwrite the previous answer.
Every Q&A entry is hashed on each crawl. When an answer changes, the finding is re-surfaced with a diff against the previous version — your actuarial function sees what changed, not just that something changed.
What about the cross-border supervisor for our subsidiaries?
Sources are tagged by jurisdiction. A group operating in DE, AT, IT and FR can either aggregate all four national supervisors into a single inbox or scope each subsidiary's team subscription to its jurisdiction. The routing engine handles both patterns.
